Powerful voices: District Attorney @summerstephan Powerful voices: District Attorney @summerstephan and Phil Ortiz—a survivor of the Santana High School shooting—deliver compelling testimony in support of AB 1959, authored by Assemblymember Dr. Darshana Patel @asmdarshana .
Their message is clear: justice must prioritize public safety and ensure dangerous offenders are not eligible for resentencing loopholes.
This is about protecting communities, honoring victims, and making sure the system works as intended. Watch the entire testimony in front of the California Assembly Public Safety Committee, from April 7, 2026.

Today, San Diego County District Attorney @SummerStephan testified in support of AB 1959, authored by Assemblymember Dr. Darshana Patel @asmdarshana —legislation that closes a dangerous loophole in California’s resentencing laws. This fix ensures courts can properly weigh public safety, rehabilitation, and justice for victims before making life-altering decisions.

This issue was brought to light by the Santana High School shooting case, where a legal gap could allow resentencing in juvenile court—even decades later—without a full assessment of risk. AB 1959 restores balance, discretion, and common sense to the process.

Survivor and El Cajon City Councilmember Phil Ortiz also spoke in support, reminding us that victims live with the impact forever—and justice must reflect that reality.

AB 1959 has passed the Assembly Public Safety Committee and is moving forward.

Behind closed doors, vulnerable elder care workers Behind closed doors, vulnerable elder care workers at Rose Garden facilities in Vista and Escondido were forced to work 24 hours a day—underpaid, overworked, and exploited.

Today, San Diego County District Attorney Summer Stephan announced human trafficking and wage theft charges against Rolando “Bobby” Solancho Corpuz, 57, and Maria Elsabel Sio Corpuz, 41. The defendants—administrators of the facilities—are each charged with six counts of human trafficking and six counts of wage theft after allegedly stealing more than $175,000 in wages while exploiting workers’ immigration status.

No one should be treated this way—especially those caring for our elderly. We remain committed to holding exploiters accountable and protecting workers across our community.

San Diego County District Attorney @SummerStephan San Diego County District Attorney @SummerStephan announced last Thursday that Walgreen Co., which does business in California as Walgreens, has entered into a stipulated modification of a prior judgment in a consumer protection case brought by a team of California prosecutors. Walgreens will pay $6 million to settle a civil law enforcement investigation that alleged the largest American pharmacy retailer engaged in false advertising and unfair competition in California.

The update to the prior 2018 modified judgment was filed in Santa Clara County Superior Court by a team of prosecutors from Northern and Southern California including the District Attorneys of San Diego, Alameda, Contra Costa, San Bernardino, San Joaquin, San Mateo, Santa Clara, Santa Cruz and Yolo counties. Walgreens operates approximately 580 stores in California, 18 of which are in San Diego County.

The investigation centered on allegations that the retailer unlawfully charged customers prices higher than their lowest advertised or posted price and sold expired over-the-counter medicines. The District Attorneys’ investigators found that Walgreens sold expired over-the-counter medicines, such as aspirin, sunscreen and hand sanitizer. The effectiveness of some over-the-counter medicines may be reduced after the expiration date has passed.

“Our Consumer Protection Unit continues to fight for San Diegans,” DA Stephan said. “We need to be confident that retailers are not selling expired over-the-counter medications. This modified judgment requires Walgreens to take concrete steps that protect our community’s health.”
