This past weekend, in Kansas City, San Diego District Attorney DA Summer Stephan completed her tenure as President of the National District Attorneys Association representing the voice of America’s prosecutors. She passed the gavel to incoming President District Attorney Tim Cruz (Brockton, MA) and transitioned into being the Chair of the NDAA Executive Board. Stephan selected the theme “elevating the victim’s voice” as her value statement when she took office in July of 2024. Throughout her term, Stephan represented NDAA multiple times on Capitol Hill, testifying in front of both the House and the Senate, and provided her expertise in on public safety issues and topics such as organized retail theft, child exploitation, public service forgiveness loans, and the Crime Victims Fund Stabilization Act. Stephan championed the induction of a new permanent NDAA Board position for the current President of the National Asian Pacific Islander Prosecutors Association, and established a new committee, the “Victim/Survivor Ad-Hoc Committee,” which featuring the lived experiences of crime victims and their families so prosecutors are continually and routinely informed by the perspectives of those they are entrusted to serve. ... 📣 DA Summer Stephan Testifies Before U.S. Senat 📣 DA Summer Stephan Testifies Before U.S. Senate on National Retail Crime Crisis
 
San Diego County District Attorney and President of the National District Attorneys Association @ndaa_justice, @summerstephan, delivered powerful testimony this week before the U.S. Senate Judiciary Committee, urging swift Congressional action to fight the alarming rise in organized retail crime (ORC) and transnational theft networks.
 
🔹 Representing prosecutors nationwide, DA Stephan warned that ORC is no longer limited to shoplifting — it’s evolved into sophisticated, violent criminal enterprises impacting  small businesses, large retailers, homeowners, and communities across the U.S.
 
🔹 Drawing on San Diego’s success — with 218 ORC prosecutions totaling $2.6M in losses — she shared solutions that work: cross-agency partnerships, smart prosecution strategies, and new California laws that hold repeat offenders accountable.
 
🚨 Stephan urged Congress to pass the Combatting Organized Retail Crime Act of 2025 (CORCA) to create a national coordination center and strengthen enforcement of the INFORM Act.
 
🛑 “Organized retail crime is not only eroding business and job stability but is also threatening the safety and well-being of our communities,” said DA Stephan. “From high-end smash-and-grabs to international burglary rings, we’re seeing an increase in violence and criminal sophistication that demands strong legislative and enforcement action. Our experience shows that smart laws, real consequences, and close collaboration across jurisdictions work. Now we need Congress to scale these efforts nationally so that no community is left vulnerable.”
 
👥 She also called for public-private partnerships and a national awareness campaign to help consumers understand how buying stolen goods online fuels these criminal networks.

We are proud to announce that Senior DA Investigator Micheal Brown has been awarded the San Diego Scottish Rite Law Enforcement Officer of the Year — representing the San Diego County District Attorney’s Office.
With over 30 years of experience in law enforcement — and 14 years with our office — Micheal has built a reputation as one of the most skilled investigators in the field, especially within the Economic Crimes Division, where he’s handled some of the most complex and high-profile fraud cases in San Diego.
🔎 In 2024 alone, Micheal worked on multiple major investigations, writing 44 search warrants and conducting over 160 interviews. One standout case involved Dr. Carlos Chacon, a plastic surgeon whose gross negligence tragically led to the death of a mother of two. Thanks to Micheal’s relentless pursuit of justice — including nearly 100 witness interviews — the case resulted in a 2nd-degree murder charge, bringing a sense of justice to the victim’s family and protecting our community from future harm.
Beyond his casework, Micheal is a team player and community servant, often stepping up to assist colleagues and volunteering in programs like Shop with a Cop.

🚨 JUST ANNOUNCED: A $500,000 settlement has bee 🚨 JUST ANNOUNCED: A $500,000 settlement has been reached with San Diego-based Attractive Gems Jewelers for deceptive lending practices — thanks to a joint investigation by California Attorney General Rob Bonta and San Diego County District Attorney Summer Stephan. 💥

The investigation revealed that the company misled consumers — including military service members — by falsely advertising a $10,000 store credit line as a way to build credit. In reality, the credit wasn’t being reported to credit bureaus and crucial loan information was hidden from buyers.

📌 Settlement Highlights:
✔️ $400,000 in restitution for harmed consumers
✔️ $100,000 in civil penalties
✔️ Strong measures to prevent future misconduct

This is a clear message: deceptive lending and false promises will not be tolerated in San Diego County — or anywhere in California. ⚖️💪
